Badly made mortar?

The only place that it is "common to make mortar with little cement" is at your house.
No, Ive got a garage with the same problem. The mortar is so weak the top few bricks could be lifted off.

Still its been like since 1959, so I suppose get around to repointing it one day if/when it gets near the top of the list
