Balancing a mixer shower.

Not exactly a new subject. Refurbing a bathroom and bought taps with H & C outlet and shower output. Cold is mains and hot is off storage tank in loft. I went down this route with the intention of buying a pressure reducing valve and fit it to the bath cold feed, in order to balance H & C. The pressure of cold is obviously greater than hot but not dramatically. Is the reducing valve feasible, is there any possibility it will work anyway (maybe just cracking open the cold tap), or should I run a cold fed from loft? Any help would be greatly appreciated.
