Balancing a one pipe sysyem

hi there can you tell me a good (right way) to balance a one pipe system
its my fathers and i tried last year but without much success and winters on its way :)
 
The nature of a one pipe system is such that the last rad on the run is always going to be cooler than the first.
Fitting trv's will help but as far as balancing you will never get it down as precisely as you would with a two pipe system
 
Why do you think the system needs balancing? What exactly is not right?
 
only the upstairs are getting hot well the first two very hot the other two warm and down stairs are still cold.
 
Is it one circuit or two. :?:

Any thermostatic valves that maybe the pin is stuck
