Bare brick behind old skirting

Just doing up a bedroom which is part of dormer.

Pulled off the skirting boards and behind the walls facing externally is bare brick (and some wood spacers where they’ve nailed the skirting to - see attached pic). Behind the skirtings on the internal walls are plastered.

There’s a lot of draught and wondering what’s the best approach to make these walls ready for putting new skirting boards on?

If needs be pack between the timber grounds with mineral wool,caulk the tops of the skirtings to the walls and do the same at the bottom to the floors

Put pencil marks on the floor next to the grounds so that you know where to fix the skirts
 
Expanding foam.
Once cured cut it flash to the wall and floor.
You're then ready to fit your skirting and there will be no draft.

Thanks for all the replies, much appreciated

Ended up packing it with cork insulation board I had left over and plastered over it which seems to have done the trick
