Hi I would like to convert my basement for habitable use. I will need to provide an additional fire escape. However, the only way I can provide this would be using a hatch into the kitchen. Is this allowed or does it have to lead externally into a garden or pavement?

It will need to allow escape into a safe place and a kitchen is the last place in the house you would want to escape into as this is considered the highest risk room in a dwelling.
