Basement Stud Wall plate - membrane against the screed?

I'm constructing a wooden stud wall in my basement.

Should I use a strip of damp proof membrane under the sole plate between the screed and the wood?

The reason I ask is that when I blocked up a doorway I was told to set the first layer of bricks on a membrane?

Their is no damp issue .....

Also what is the typical depth of concrete screen - so that when I drill down to secure the sole plate I dont rupture the DPC?
