basement to garage conversion

My house is accessed from the gable side and built on a slope. The back of the house has a basement underneath it and is above ground level and 2 keep cellars at the fron of the house, the basement of which can be accessed from the garden via a door. I would then build new retaining walls further down the garden to extend the driveway

I am considering excavating /sloping my driveway down to the basement. Then the basement door lintel removing and widening to 8ft for a garage door. I presume building control will need to be involved, but would i need to apply for planning permission, for change of use ?

No not unless you're going to altered the size of the garage so only building regs instead, give BCO a call and they will advise you.
