basic guttering question

most of my roof water drains to soakaways by the looks of it. i'm not sure how big the soak aways are or how far from the house.

is it ok to reroute the guttering so it drains away into the mains drain?

Not legally no.

so it has to go into a soak away?

Yes unless you can prove your existing ground is unsuitable for soakaways which as you have one already one assumes not. Or you couldn't fit one in your garden if it was too small for instance but again the same thing applies.
