Bath extractor blowing cold air

It hasn't bene rewired recently and has been in place for a few years. I only noticed the surface water this winter and the blowing last year. The reverse impeller sounds very plausible. Except the tissue does get sucked in when I try this. I do find that odd.

I can feel the air blowing by putting my hand near it. It has a fan-like effect.

Would it help to post a picture of the wiring? Thanks for all your help.
I'm wondering if the fan is working as it is intended, and what you can feel is the air moving towards it? Does a candle flame move towards or away from the vent when it is running?

It surely can't be sucking (tissue drawn towards it) and blowing at the same time. Can you get to the outside? You can then verify the shutters are open when it's on, and check whether you can feel it there blowing outward.
 
How does water sit on the bathroom walls ?

An extractor only can’t fix this,

So how is the room heated?
What type of vent do you have outside?
 
There is always a small amount of air ejected by an extract fan, around the periphery, the high pressure zone - unless the fan is very well-designed, or the blades are set well back from the intake. Perhaps, that is what the OP is sensing?
