bath thermostatic valve

Hi I have a thermostatic valve in my bath. All new never been used. when it is turned to cold the water run and then starts to warm at whic point it gets switched off. if I tunr the temp up to warm it runs for a short while and as the water warms further it slows to a dribble. It is as if no cold is connected. Any suggestions as to what is going on.
