[Bathroom] Best product to fix surface-damaged area between tiles and painted wall?

Hello. This is for a bathroom, which I want to repaint to white. There used to be a thick layer of silicon on that area above the tiles (don't ask why); the silicon wasn't suitable and started curling up and pulling the paint, so I removed it. By removing it, it obviously detached paint from the plaster.

What would be the best way to fix that area? Would a standard filler be enough, after removing the loose bits? If so, do I need a specific one for bathrooms?
