bathroom water pressure

Just had cold water supply in bathroom connected to mains.The cold water pressure in the bathroom now seems too high,when using bath mixer tap shower no matter how low I have cold tap on, the cold water seems to overpower the hot water supply.Can I reduce the cold water pressure by adjusting the isolator valve that the plumber fitted in the loft?
