bathroom with 2 light circuits and a fan- building regs

I have read a lot of the posts on bathroom lighting- generates lots of opinions!
I want to use a Varilight touch dimmer and either mains GU10 or transformered mr16 bulbed downlights (properly IP zoned for bathroom/ shower)
I suspect the fan will be upset by a switched live that could be substantially below 240v, so I was thinking of putting a separate pullcord switch in the bathroom to run a heated/ lit mirror, and using that switched live as the switched live to the fan- all through a fused spur, of course.

I have been trying to find out what the 16th regs say about a windowless bathroom that has 2 light circuits- can anyone tell me if the fan has to be on the "main" lighting circuit. (I'm in Scotland, if it makes a difference)
are the regs available on line anywhere?
