Bathtub not holding water

My tub just won't seem to hold water. I've tightened the screw on the plug so it's practically touching the bottom but it still drains. I've even tried pushing down and holding with some force to see if that works and it still drains away. Water doesn't seem to be leaking around the rim as there's no pool of water under the bath. Anyone have any other idea on how to resolve this?

Plugs rarely seal completely, they just seal enough to allow you to take a bath, wash up or what ever.

Have you tried a complete replacement plug? Could the hole the centre peg locates in, perhaps not be square, which means the plug is tilted?
 
1. Seal the plug in with masking tape or similar, across the top of the plug, and half fill the bath with cold water.
2. If the water stays in, replace the plug, and whole waste fitting if necessary.
3. If water still drains out, then:
3a. If you have access / can see where the bath drains into the drainage system, see if there is water running down. If so, its probably going under the chrome flange of the waste fitting which sits on the inside of the bath, and then running down the drain.
3b. Look underneath the bath, behind any bath panel. If there is significant wetness, then the bath may have a crack in it, or as 3a above.
