Baxi 105e combi boiler, radiators not at full heat problem

Hi Folks, I have a Baxi 105e combi. When the cental heating is operating the neon heat indicators(on the front panel) runs happily at 40oC, but as soon as the 60oC leval is reached it operates for about 10 seconds and then reverts back to the 40oC leval, and its a constant repeat of this cycle.All other operations of the boiler are OK.
I have,
flushed the system
refilled with inhibitor
correctly ballanced and bled
bled the pump
correct operating preasure,
boiler stat on full (on front panel)
room stat on full (and is operationol)
cleaned return filter on boiler
checked for obstruction in flow outlet at boiler. Advise required please.Thanks

Hi Addi, thanks for the tip, have you any idea how I get it out of the mode you mentioned, or check which mode it is in?

I Addi, I phoned Baxi re the mode setting, and they gave me the impressin that UK PCB are set in the factory for full temp operation. The underfloor setting is for overseas customers (the Alps!!!!?). Is this Bull or not?
