B gas engineer did leave a pieces of litmus paper showing dirty water . he did say if we use b gas to do flushing of systems there all so change heat plate at the same time can someone give advices on were plate is on bolier

Depends on what boiler......... most plate heat exchangers are in the lower section at the back and can be obstructed with hard water conditions or sludge . But........ is the hot water working okay???..... If so why replace the PHE ??..... Power flushes can be done by any decent firm and probably cheaper than BG if the system requires it......... get a second opinion if I were you.
 
sounds like a load of rubbish to me.
unless you have a very unusual boiler, powerflush would clean the plate hex

you can probably get a local independent to do the work for halve what ****ish gas charge.
