baxi combi 80e help!!!!!!!

I have just moved into a house and it has a baxi combi 80e but for some reason i cant seem to get the timer to work can someone explain how i am meant to get it to work are the white things meant to be pushed up or down cause no matter what i do it doesn't seem to come on when i select the timer setting

Perhaps its broken?

Was it working before you moved in?

With a little electrical knowledge its quite easy to bypass it.

When the little tappets are pushed out that is boiler on period .
Also little switch on right hand side of clock down is off middle is timed and up is constant.
Clock is purely for the heating
