I would repair it with a carpentry repair.
Your skirting will cover it .
It's quite an old house so a bit draughty down there was thinking about expanding foam it
Looks like lath and plaster - strips of thin timber, nailed to timber studs, then plastered over.
Yes, that would do it, but try to avoid getting the foam, on the cabling.
Just wrap some polythene around the cables, mist the area with water and use expanding foam. You do the first fill(s), leave it slightly under the surface, pre-drill a couple of holes in the skirting. Refit the skirting. Once fitted squirt more foam in via one of the two holes. It will fill the remainder of the void and the excess will shoot out the holes. You may want to run tape under the skirting in case some weeps out of the bottom.
Consider stuffing stuffing rockwool or similar up towards the cable path to the socket. You don't want the foam to travel up to the socket.
