Behind skirting!!

Taking off some skirting today and noticed big gap where plug is best way to get this filled in?? Timber runner seems to be missing

The electricians may have hacked the timber to run the ring upto the socket.

I wouldn't be overly concerned.
 
Just wrap some polythene around the cables, mist the area with water and use expanding foam. You do the first fill(s), leave it slightly under the surface, pre-drill a couple of holes in the skirting. Refit the skirting. Once fitted squirt more foam in via one of the two holes. It will fill the remainder of the void and the excess will shoot out the holes. You may want to run tape under the skirting in case some weeps out of the bottom.

Consider stuffing stuffing rockwool or similar up towards the cable path to the socket. You don't want the foam to travel up to the socket.
