Beko Frost Free American Fridge warm at the top, cold at the bottom

I have a 4 year old Beko american style fridge: GNEV221/GNEV221

In the fridge side, it feels cold at the bottom, but is only about 18 degrees at the top. In the freezer side, recently it's started making ice at the top, but then sometimes the ice melts/is half melted, although food generally stays frozen.

There are no problems with the door seal or lights. The fan at the top in the fridge doesn't seem to be spinning, If I open the door I used to see it sometimes spinning down, but now, nothing.

I can hear the hum of the condenser/compressor.

What can I do to try to diagnose the problem?
