Best glue to stick plastic to masonry

I need to add a solar panel to power my outdoor usb ip camera. I need a simple way to affix the outdoor solar panel

Is there any glue anyone would recommend?

Screws and plugs. Or at least 1 screw to hold it in place while the Gripfill goes off.

No such thing as "plastic" - there are many types and various different glues required. Some can't reliably be glued at all.

Mechanical fix it. The base has screw holes
