Most fitters would pin the beading to the skirting with headless pins and an air compressor gun.
Gluing to the skirting will be an issue, especially if the skirtings are not arrow straight, pinning holds the beading firmly to the contours of the skirting and just as importantly, it will hold the laminate firmly down if there is any slight 'bounce' along the edge of the room, it is also more resistant to knocks and bangs, the pins should not really be visible and should cause only a minimum of damage to the skirtings that could be easily fixed if necerssary.
You can get reasonably priced electric tack guns, Tack Wise is one make I know of.
They are quick and easy to use tack every 12 inch or so, after fixing mix up some coloured filler and rub over your tack holes, this makes a neat finish.
