Best way to seal windows

hi all, had new windows fitted few years ago. After a couple of years the inside seal went a bit awol and on very windy days I could feel wind getting in the house. We do live very close to the sea, Cornwall so strong winds are a problem.
I used decorator caulk last year but this year looks like it needs doing again. Cold air getting back in !

Is my mistake using caulk ? Should I have used silicone ? Or is there something better to use out there.
 
If the winds getting in, it means the seal outside has gone as well, so you need to do boths sides - and the outside to stop any water getting in. And yes, you need silicone, not decoraters caulk.
 
have you got trims around the windows? They may not have used expanding foam around the window behind the trim.
Maybe take a bead off and see if nothing is in there.

Other than that caulk is fine.
