Biasi 28

I have similar problem to jimhartland. My Biasi 28 does not produce hot water except either in the bath where the flow is greater or when the central heating is turned on. Plumber says I need whole new diverter valve (approx £100 for part, £70 for fitting). Do I really need whole new valve of just the diaphragm replacement?
