Bisciut layer has broken up

Hi all
I am doing an extension o my house, and I am just atthe stage where I am about to put flooring back on my joists - suspended floor.

The thin layer that seals the house from the ground below has broken up and seems to be getting a little damp. There are plenty of air bricks, and the gap is about 35-40cm from the bottom of the joists.

I could get a cement mixer to pump a layer of concret in, or localy fill it, or not bother.
Are there any opinions out there as I really don't know if I should be concerned or not. There is no wetness to speak of, but still.........

4 inches of concrete is normally used for the oversite on a timber floor. There should be a minimum of 150mm to the bottom of the joists.
 
All done.
Damp roof membrane down and 2-3 inches of concrete.
I would ot have been happy building over that, so i got it done today.
