bitumen Floor in 1930s house bubbling

Hi all,

Looking for some help! We have recently bought a circa 1930s ex council house. Minimal DIY experience between us. We want to tile hallway and kitchen and have wood flooring. We ripped up the carpet and found this horrible brown floor. Tested for asbestos - it’s not. Builders think bitumen? For some reason the floor has bubbled up, it sounds hollow to knock in places. We broke it in two places to investigate (see photos) doesn’t seem to be as hollow as first thought. However by chopping away it tends to lift up surrounding edges.

We had been advised to trial Ardex self levelling latex. I can see this working in living room and kitchen where the bubbles are smaller. We really don’t have the budget to dig up entire floor. ANY help/advice is greatly appreciated :) limited timeframe before kitchen arrived :)
