Block in cold water system after changing the basin

I am having the same problem as SylvianGhost had. Replaced my wash hand basin in the bathroom two days ago. Isolated the cold water main and outgoing supply from the loft cold water tank. Emptied the Tank too.

Changed it all over but on reconnecting the water supplies I have lovely hot water coming out but the cold water just trickles so does the tap from the bath. The system is indirect. I checked the valve in the loft and it is open, tank nice and full. I do not have a shower mixer either to try as someone else suggested.

If anyone can help It will be much appreciated.
 
Is valve on outlet from tank a "gate type" ?, if so possibly gate is stuck shut, it's wedge shaped and easy to jam if overtightened when shutting.
