Block Paving advise

HI, can anyone help me.
im block paving my drive and have taken up the tarmac, and under the tarmac theres the hardcore see pic,
is it ok to compact this and put the 50mm of sand on it. i only ask becuase it seems really lose (but then i have not compacted it yet)
just wanted to make sure, as ive not done this before, any help would be very greatfull

Looking at it, I think there will be too much movement, you'll be better off with MOT type 1 with a wacker plate. Wait for others for their views

I would spread it out and put some proper MOT over it and plate it to consolidate it well.
