Block paving and door step

I’m planning to block pave my drive, but nowhere near at that stage yet. I also want to build one of those door steps made from block paving corner/curb/edgers. I assume the way this is done normally is to build the step first, on a bit of a footing, then block pave up to it? Or does anyone block pave first then build a step on top, to avoid cutting the pavers round the step?
I’m afraid this is only the start of a lot of questions from me on block paving.

Block paving is bedded on sand, so you can’t put a step on top it would move around

you need a concrete pad, then step block paving cut around
