blocked up chimney. do i need vent?

Recently got my firepaces blocked up both at bottom and top. I read somewhere it should have a vent but the builder never put one on. Do i still need a vent on the bottom of chimney brest if the top is blocked too?

Yes, you need through ventilation up the flue. So a top and bottom means of venting should be in place.
Usually, its best to sweep a flue before blocking up the fire opening.
 
It been blocked at top. And bottom is bricked up plastered and painted now. Could i just put a vent on ground floor and a vent on first floor?
 
No, it needs to vent to external at the top.
