Blotchy teak patio furniture

We left out teak patio furniture outside (but covered up) over the last winter. We've removed the cover ready to re-oil only to find black blotches & stains all over both table & chairs. We've tried soapy water and a low power jetwash but can't remove them. Any ideas what these stains are & how to treat? Any help appreciated...
 
i think it's water stains, from condensation dripping off the inside of the covers ( oh the irony )..

only way to remove ( according to various websites ) is to sand...

alternative is to stain the teak a darker colour..
