Boarding out loft

Our house has an eaves cupboard that runs the full length of the house. It was partly boarded when built and having removed the old water tanks I'd like to board the rest for storage.

The joists are 3" deep and spaced 13" apart and span 2m. Around half the joists have been drilled about a quarter of the way along for 2 15mm heating pipes.

My plan is to lay additional insulation and use loft legs to put chipboard flooring down.

Will I have any issues with this?
 
These joists are not strong enough for a room, but would be OK for storing domestic items (not engine blocks :-) )
