Boarding over heated floor

A cottage we lived in for a while, and which we now let to a tenant, used to have an under-floor heating element above the original floorboards, on which was a layer of quarry tiles. The element was connected to an electronic controller, and has always worked well.

Now the tenant has decided to go ahead and have a further layer of laminated wood flooring fitted on top of these tiles. I am worrying about this unconventional arrangement and would like to ask:
1. Is this new layout unsafe in any way (e.g. liable to overheat?).
2. To what extent will the effectiveness of the heating be reduced?
