boiler flue

when engineer did recent yearly service on my gas boiler he issued a do not use notice stating flue which exits roof is too close to roof vents , my landlord says it ok to use and at some time in future will sort problem are they right
 
Are you talking about the flue terminal? Would need specific boiler make model, and a possible photo as there’s standard clearances and manufacturer’s guidance.

How does he know .... if he knows that much and is qualified to make that kind of comment then he should be doing his own gas safety certificates.
That's the reason there are 3 copies of the certificate. 1 for the landlord, one for the property (you) and one for the engineer, so an unscrupulous landlord can't hide anything.
Did you also receive a copy of the warning notice? Can you post a pic of that.
