Gas Safe engineer needs to hang the boiler on the wall to satisfy themselves that the fixings are good - they're taking responsibility, after all. Could always get them to do that and the flue in one visit, then connect the gas and commission the boiler once the wet side is done. Whether you can find anyone actually interested in doing that is a different matter. Who would take responsibility if the boiler failed at a later date due to system debris, for example? Technically that's on the installer too, as they have to sign the benchmark to say that the system has been correctly flushed and protected.
As mentioned you will struggle to find gas engineers happy to sign off a boiler where a lot of the work was not done by them and rightly so as on paper they are responsible.
