I have a combi installed 3 yrs ago in a rental property by qualified Gas Engineer CP12 issued.

The following two CP12s completed by a different engineer.

Another engineer has just completed a CP12, everything ok apart from stating the flue (vertical longer than 2m unsupported).

He has stuck a label on the boiler telling the tenant the boiler is dangerous and not to be used.

Is this appropriate action.

Yes its classed as "at risk". With the users permission turned off and labeled, if user refuses to have it turned off then fill paperwork in and explain the dangers. Just get a couple of clips fitted, especially if your the LL.
 
The reg has always been every 1.8m and on certain manufacturers instructions now its saying every flue section and every change of direction needs a clip now.
But it would not be the first time someone has measured wrong or not seen a clip up by tiles or under lagging as it comes through
