boiler keeps running

my son has just moved into a house
the boiler seems to be on constant
but can not feel water on the return pipe
and if i alter the rad valves i can hear a rushing
sound like air flow through the rad

Ideally need more information,

Make of boiler
System open vent/sealed heat only/combination
programmer?
Room thermostat?
etc etc

It must have a programmer , or it will be on all the time..

It will be controlled from the boiler, you will have summer mode and winter mode also most likely a time clock on the front of the boiler with pins you pull out (on) and push in (off) also a clock logo for timed and an on for constant, I would advise having a wireless programmer installed, Honeywell cm 907 or 927 are good and easy to use,
