Boiler Lagging Looks Burnt

The lagging on this boiler looks burnt and to touch it around the darkened area it is quite brittle and bits can be broken off. Is this cause for concern and if so why?

I found it at a job I was doing today (fitting some shelving above) for a customer and don't want to mention it to him if it is not a problem.

it's a plastic / vinyl bag full of rockwool.. of course the bag is going to melt / cook and go brittle..
 
it all depends on what purpose..
it could be a jacket for a tank that doesn't get so hot, or it could have been covered with something else or any other number of things..

they're not designed to last forever and if it's been on for 15 years or so then that's pretty minimal deterioration over that time..

or it could have been a one time occurance when the cutout / stat in the heater failed and it boiled the tank off.. we don't know..

How hot to scorch the plastic - must have been a flame or as near as.
