grant combi boiler with the filling loop diconnected the pressure in the boiler rises above 3 bar and the relif valve lets out to drain but imediately rises back up over an hour or so.could this contribute to excess oil usage over the month

yes
it possibly needs the divertor valve replacing and the expansion vessel should be checked
the probable reason for higher usage of oil is because your losing the heated water through PRV and the valve is thenleaking, replacing it with cold

also the filling loop is a temporary connection for filling up c/h it is supposed to be removed at all other times. (but your already doing that - good boy)

If its filling without the loop being connected then water to water heat exchanger is passing (needs replacing) allowing the cold mains side to enter the heating side

Chances are that it is the DHW heat exchanger that is pin holed.

To test this, isolate the mains cold water to the boiler and you should find that the pressure will remain steady. If this is so then it will require a new DHW heat exchanger.

Yes but was just adding a way of testing this so that the OP can confirm that it is the DHW HEX. ;)
