Does one of those switched sockets supply the whole heating system? If so, I don't see a problem. That's how mine is powered and if I'm working on the boiler I pull the plug out, to make sure everything's dead.
There lies the problem - in the above case, pulling the plug out next to the boiler, does not leave everything dead, there would still be a live, via the thermostat appearing at the boiler.

No, the whole system is dead when the plug is removed. From the plug the feed goes to the programmer and from there to the boiler via the roomstat and cylinder stat.
