Boiler thermostat cuts in too early

I recently had an engineer round to fix my Glowworm Economy Plus boiler because the pilot light kept extinguishing. He claimed it was overheating and fixed the wiring (I think this was to fix pump overrun) and replaced one of the sensors (sorry don't know which one!). Well, the pilot light doesn't go out any more, but the radiators don't get anything like as hot as they used to. Even with the boiler thermostat on max, it kicks in every couple of minutes once the boiler has been on for a while. This is preventing the radiators from getting hot enough to heat the house properly. They used to get hot enough that I wouldn't burn myself by touching them, but I couldn't hold onto one for more than a few seconds. Now I can comfortably hold on for as long as I like!

Any advice? Is this correct and is the boiler just underspecified for the size of my property? According to most online calculators it is a little underpowered (c. 14kW vs. required 18kW+), but if it's cutting out because of the temperature would getting a more powerful boiler even help? The pump is set to max as well.
