I would be looking at how quickly the burner pressure rises and to what level, whether the pilot flame is in a good place and size to ignite the gas quickly and stays there while the main jet opens, whether there's some obstruction whch stops the gas getting to the pilot area quickly.
All of which is common sense, isn't it? I don't think I can come up with much else though :confused:
