Heat pumps have their place but won't replace gas boilers entirely, as some homes are not suitable for their installation without prohibitive amounts of work. The new grant scheme represents an up to 50% cut in funding for air source and 80% for ground source, which indicates how committed to the change the Government really are.
It's possible that the installation of new methane-burning gas boilers in existing homes will be banned by 2030 (or 2040, depending on which minister is speaking on which day) but the existing gas network is having millions of pounds spent on it to upgrade it to carry hydrogen so you can expect gas boilers to remain in some form.
