boilers working but no heat

I have a myson economist boiler and it seems to be working because I have hot water. When I flip the switch to get heat and hot water the radiators are not heating up except for 3 radiators upstairs. The boiler does appear to be on for a while but does turn off.
I have used the bleed nipple on all radiators and there is water coming out of all of them.
Does any one have any ideas on what it could be so I can investigate further.

First things first, you need a pump to get hot radiators. (Upstairs ones can work, feebly, on gravity circulation.) Find the pump and see if it's running.
