Bonding new mortar to old mortar on patio

I am renovating out patio and have hacked out the loose and weaker mortar. What is left is strong and stable and clean edged. Before I apply new mortar into the holes do I need to apply a bonding agent to the edge of the remaining mortar so that the new mortar and old adhere well. I had thought of PVA but being outside assumed this might not be suitable ?
Any advice very welcome.
