Bonding on wall??

Got one single concrete block to cover and bring back to the level of the rest of the wall. Do I need to coat the block with a water/PVA mix first, or can I get away with just dampening the block and plastering straight onto it?? Will it last??

Bonding doesnt like having the moisture ripped out of it, it crazes like hell and pops off so I would pva first, the day before then pva again and put if on while tacky. Why not render?
