I remember seeing similar a few years ago. A urinal cistern with a 4mm bond to the cistern inlet valve, then another clipped to the wall following the edge of the ceramic cistern to a clamp on the flush pipe, then cable tied to the flush pipe, and clipped around the urinal, to another clamp on the chromed waste outlet where it joined the plastic waste pipe.
I see this type of thing in local schools, back in the eighties during the bonding craze the county engineer had a bee in his bonnet that everything metallic had to be bonded. The firm I worked for made a fortune carrying out his wishes (as did Tenby)
I have actually had the exterior bits of (slightly downward sloping) overflow pipes getting blocked by ice. If they get cold enough, whenever water flows a little of it freezes and adds to the increasing blockage.

Isn't that usually indicative of the need for other maintenance (dripping tap or incontinent float valve) or poor plumbing practise (external condensate drain for a condensing boiler)?

Of course it is, but Murphy's law being what it is, the float valve (or whatever) so often becomes ill at the very same time as the overflow pipe is being subjected to sub-zero temperatures
My point was that if the feed pipe to urinals was at a sub-zero temperature (which could happen with unheated public loos), then each flush could result in the deposition of a little more ice within the pipe, leading progressively over a period of time to at least a partial blockage. Whether or not lagging would make much difference to that is, of course, a different matter - if the sub-zero ambient temperature persisted for a long time, it clearly wouldn't.
