Bosch dishwasher not filling with water

When turned on display shows time left in minutes and you hear the pump start up,dishwasher is drained of water ok,tested the drain pump and its fine.
The solenoid fill valve is not opening,it is getting 70v ac.
The solenoid has 240v stamped on it,what could be causing the valve to only get 70v and preventing it from opening??
