I tried bleeding the radiator but it didn't fix the problem.

Probably due to an accumulation of sludge due to corrosion.
You could try closing both valves, removing radiator, taking it outside and flushing it out with a garden hose. You need to be careful when removing it that you prevent sludge/water escaping and ruining carpets or flooring.
