One radiator cold: Pipe leading into radiator is cold

I've got a combi boiler with 8 radiators leading off it. The problem I have is that one radiator is not working. If I feel the pipes leading into the radiator they are cold but all other radiators and pipes are hot.

I've tried bleeding all radiators without success.

Any ideas?
 
TRV pin stuck or pipework stuffed with gunge possibly.
Or a balancing problem.
