radiator cold in one level flat

each rad will have a thermostatic valve. the thermostat will be on a wall somewhere in your residence..
 
the thermostat on the wall which controls all rads is working ok as rest of rads are working
 
thanks to all who gave me advise on radiator i have now solved and repaired it for £8.99 :D :D
